Synopsis:
When the Newsboy Legion discovers oil near an old pier, racket boss Twenty Percent O'Toole takes an interest. O'Toole tries to force Morrell the land owner to pay him protection money. Morrell refuses, and the Guardian prevents O'Toole from taking retribution. The Guardian then sets up O'Toole to gain evidence against him.

After O'Toole is arrested, the oil is found to be substandard and worthless. Fortunately the Guardian has already arranged for the workers to get jobs elsewhere.
