Synopsis:
Robin and the Gotham police shut down the gambling den run by Wheels Ferris. The gangster is sent to jail, but he soon escapes using handmade roller skates. Wheels then begins a series of crimes involving wheels.

Robin sets a trap for Wheels at a car show, but the crook manages to escape. Robin uses a clue found at the scene to locate the gangster's hideout. Robin is then captured and put it a giant roulette wheel deathtrap. He avoids death and escapes the trap. Robin then apprehends Wheels and sends him back to prison.
