History:
Winslow P. Schott was only a small boy when he made his first toy: a balsa-wood airplane, painted blue and red. A neighbor boy, Chester Y. Dunholtz, stole the plane, an act that had a profound effect on Winslow and may have ultimately driven him to use toys to rob others.

When he grew up, he became an expert toymaker, creating some of the most amazing playthings ever imagined, including a wonderful mechanical Superman. It was this which brought him to the attention of Clark Kent and Lois Lane.

Being interested not only in the acquisition of wealth, but also in publicity, the Toyman sent letters to Lois so that she would be on hand to report on his crimes in the Daily Planet. His first job involved a parade of toy soldiers which fired knockout gas into a bank, enabling the Toyman to loot it – with the help of a flying pogo stick on which he made his getaway. Next, a toy fire engine set fire to an apartment building so Schott could rob a millionaire's penthouse.

Superman stopped his third theft – an armored car robbery – and captured his henchmen – but the Toyamn trapped Lois when she stumbled on his hideout. He was about to kill her, using dolls with sharpened fingers dipped in poison, when Superman appeared and put an end to his first crime spree.

Time and again, the Toyman has used his brilliant mind for ill-gotten gain, even joining forces with Luthor and the Prankster on one occasion. Always he failed, thanks to Superman. Finally, he decided to retire and go straight.

This was when a newcomer, Jack Nimball, appeared as the new Toyman. Angry at the thought of someone aping him, Schott teamed with Superman to stop Nimball.

Schott might have remained a reformed man had it not been for Bizarro wrecking his exhibit at an inventors' exposition. Winslow mistook the figure for that of Superman and returned to crime – first killing Jack Nimball, who was out on parole, with a mechanical bird.

Even when he learned the truth, the Toyman did not turn back. He seemed to be reformed when he put a Toyman Trivia Contest on TV; but it turned out to be a rigged game to lure Chester Dunholtz there, seeking the million-dollar prize. Schott was hoping to get back his first toy, the balse plane, for a Toyman Museum, but the toy had long since been destroyed, and Superman arrived just in time to save Dunholtz's life from the deadly toys.

When last seen, the Toyman was still behind bars.

The Toyman has no extraordinary physical powers or fighting skills. However, his brilliant mind is capable of turning out fiendishly clever toys to do his dirty work. They can crack open a vault, transport him safely through the air, or deal sudden and horrible death.
