The Flash's reputation is tarnished. Iris takes him to meet her friends Phil and Phyllis Anderson who maintain a lighthouse. Phyllis has disappeared following a mission for the CIA. She was lost in the same area as the submarine.
Flash returns to the area where the sub went missing. He locates some metal doors on the ocean floor that conceal the base of Captain Vulcan. He is captured, but he finds Phyllis and the missing sub. Flash helps everyone escape and prevents Vulcan from launching an attack on America.
The Flash takes Phyllis out of the base. However, she is dying from the delayed effects of a poison gas. Flash tries to bring her to her husband, who was also exposed to the poison. Both victims die before they can be reunited, but the Flash believes he saw their spirits come together in the light of the lighthouse.
