This story is continued from Green Arrow #31.
Synopsis:
When Oliver doesn't return home, Black Canary goes looking for him. She talks to the police and residents of a local neighborhood terrorized by drug dealers, but no one will help. Green Arrow is held captive by the drug dealers. They torture him to find out if they know about their upcoming drug shipment. Black Canary storms in alone to save him. She fights off several of the dealers, but she and Oliver are cornered. Then sirens erupt scaring off the attackers. A young girl has summoned the fire department who are responsible for the sirens which saved Dinah and Ollie.
