This story is continued in part from Metal Men #23 and continues in part in Metal Men #25.
Synopsis:
While Doc experiments on keeping the Sizzler under control, the Metal Men leave the lab on an excursion. They are attacked by a Balloon Man who uses a variety of gas tricks to outwit the Metal Men. The Metal Men return to the lab, but Doc is still too busy to help them.
The Metal Men split up to look for the Balloon Man. Each robot encounters the crook, but they are unable to stop him alone. The team regroups and formulates a plan to use electricity against their opponent. They trap the Balloon Man and create intense heat which destroys him.
