Synopsis:
Myra Fermin has asked citizens of Hub City to form a Neighborhood Vigilance Association to assist the police. The group requests the help of Vietnam veteran William Palmer who is haunted by his experiences during the war. When his group is shot at on the streets, Palmer charges into the building and kills a young boy. After realizing his mistake, Palmer takes his own life.

Meanwhile, Myra puts her relationship with Vic Sage on hold. She also requests his help in contacting the Question.
