Synopsis:
The Sea Devils are contacted by a young diver from a small country in South America. El Supremo, the dictator of a neighboring country, has sabotaged the small country's oil mining facilities. The Sea Devils and their international partners head for South America to help.
The Sea Devils use their headquarters, a robot statue of Neptimus, to repair the oil rigs. El Supremo's men attack and gain control of Neptimus, aided by Miguel, one of the International Sea Devils. Nicky, who has fulfilled a native prophecy by becoming El Caudillo, rescues the Sea Devils with a force of natives.
The Sea Devils then plan a strategy to attack El Supremo, but they are captured. Miguel, who had faked allegiance to El Supremo rescues his teammates. The dictator is then defeated. Jose Cantral then takes over for Nicky as leader of his people.
