Synopsis:
Richard Redditch is released from the hospital following his recovery from the effects of the meta-gene bomb. Shortly after his release, Redditch is kidnapped by two men in black. The kidnapping is interrupted by armed men who in the employ of Dr. Shockley. They take Richard to a secret laboratory where he becomes the subject of meta-gene experiments.
At police headquarters, Lt. Quarral is approached by a blond man named Praxis who has come to New York City hunting a serial killer. Quarral confirms that the killer is in New York. In Jim Corrigan's office, Richard's wife Tina hires Jim to investigate her husband's disappearance.
While undergoing the experiments of Dr. Shockley, Richard utters words which indicate that he is the killer Praxis and Quarral are hunting. The tests trigger his meta-gene which manifests by allowing him to affect technology. He kills two guards and escapes from the lab.
A side-effect of the meta-gene trigger was that energy flowed through the machine circuitry and found its way to a video game played by a teenager named Jaime. The energy causes Jaime to leave the arcade and murder a cat in a nearby alley. The incident draws the attention of the Spectre, but the spirit resists using lethal force to punish the teen.
