Synopsis:
Batman witnesses an old woman in a mask shoot two innocent people. He stops her, but he can't explain what drove her to commit the crime. Later, Vicki Vale visits a homeless camp. Moments after she leaves a man in a similar mask attacks the homeless. While Batman searches for a connection between the attacks, Vicki analyzes her photographs. A license plate in the photos leads her to the home of Rico Marcuse. As she decides on her next course of action, another masked killer comes after her.
