Synopsis:
A new super-highway is scheduled to be constructed in the hills outside Metropolis. A raving hermit who lives in the hills predicts doom for Metropolis by fog, fire, and wind should the project be continued. The predictions are dismissed and construction continues.

Shortly thereafter Metropolis is enveloped in a dense heavy fog. Superman is on hand to prevent accidents and carry the fog away. Next a series of unexplained fires break out around the city. Superman once again prevents injury and puts out the fire.

The hermit's predictions are given credibility by the disasters, but construction continues. When a wind storm begins, Superman traces it back to the invention of a criminal. The crook and his gang have been using the hermit's predictions to create disasters which will allow them to loot freely. Superman exposes and apprehends the gang.

After the disasters, the plans for the highway are changed due to a natural gas deposit in the hills.
