The future Teen Titans make their first appearance as a team in this story, but the team is not officially organized or named until its next chronological appearance, as revealed in Teen Titans #53.
Aqualad is incorrectly depicted with straight brown hair, which he had only in much earlier adventures, in this story.
Synopsis:
The teenagers of the town Hatton Corners enlist the aid of the junior partners of the Justice League members, Robin, Kid Flash, and Aqualad, as arbitrators in their disputes with the town's adult population. When the three young heroes arrive and meet, however, they discover that the entire youth population has been kidnapped by a fanatic calling himself Mr. Twister. The last descendant of one of the founders of Hatton Corners. Mr. Twister possesses bizarre powers over weather effects by dint of a magical Indian medicine staff and uses them to blackmail the town officials. While he manages to put Kid Flash and Aqualad out of action, the villain is foiled by the efforts of Robin, and his victims are freed and reconciled with the parents.
