Synopsis:
A fisherman, Captian Blupp, tells Tommy and the boys a tale about a mutiny. Before he can finish the story, Blupp is interrupted by a racketeer, Mr. Grounder. The crook forces Blupp to give him his fish.

That night the Blue Boys return to help Blupp fight off the racketeers. The boys turn the crooks over to the police, then rush back to hear the rest of Captain Blupp's story.
