Synopsis:
While testing an underwater device designed to stall boat engines, the Sea Devils encounter Mr. Neptune, a spy. The spy escapes in a strange craft with the device forcing the Sea Devils to search for him.

They locate a miniature of his craft in a store. When they enter, Mr. Neptune shrinks them to tiny size with a ray and corks them in a bottle. After dealing with several microscopic threats, the Sea Devils locate the device in the cork of the bottle.

The team makes a hole in the cork and escape the bottle with the device. Mr. Neptune enlarges them slightly so he can find them again, but they are able to knock him out, and regain their original size.
