Synopsis:
The Sea Devils are enlisted by a government agent to help locate a group of international smugglers. While they are searching, they turn down a request to perform for a powerful man, G. Nakko.

Mr. Nakko, also known as the modern Nero, is angered by the Sea Devils refusal to perform for him, so he captures them and forces them to compete in an underwater arena. Each Sea Devil must face a separate challenge, while Judy is imprisoned in a tank with only 1 hour of air. The team successfully overcomes Nero’s men and rescue Judy. They also uncover Nero’s smuggling operation and turn him over to the coast guard.
