Synopsis:
The Blackhawks test several new machines designed by a trio of inventors. One of the devices, an ice-ray, is stolen by a masked thief. The ice-ray is a powerful weapon capable of freezing any object. The Blackhawks are unable to capture the costumed crook, whom they call Mr. Freeze.

The crook begins a series of robberies. One of the inventors, Professor Thurman, joins the Blackhawks as they try and fail to stop the thief. Blackhawk realizes that the crook appears to be a robot controlled by Thurman. He baits a trap, then captures Thurman, proving he controlled the robot Mr. Freeze by remote.
