Synopsis:
The Blackhawks encounter several crooks using costumed with special abilities. Although they are successful at stopping these crooks, they are unable to track down the man behind the crimes because the men do not know his identity. Blackhawk disguises himself as copter-man and interferes with one of the men’s robberies. This angers the other crooks, who believe that the designer Mr. Whoo double-crossed them. Mr. Whoo is the forced from hiding where the Blackhawks capture him and put him out of business.
