Synopsis:
The Blackhawks pursue a large gang of criminals known as the Scavenger Gang. A clue leads them to the town of Emeraldville where they meet a local costumed crimefighter named Mr. Justice. Mr. Justice leads them to the crooks’ suspected hideout, but they find it empty. Half the team is then captured by the Scavenger Gang. When the others try to rescue them, Mr. Justice turns on the Blackhawks because he is the leader of the gang. Fortunately Chuck had forseen Mr. Justice’s betrayal and replaced him. He is able to free the Blackhawks, and together they capture the Scavenger Gang.
