Part 2: "Master of the Killer Birds"

The "Action Chair," the Chief's special motorized wheelchair containing an arsenal of weaponry, first appears in this story, and appears next in the first story of Doom Patrol #99.

Elasti-Girl discovers the ability to expand or reduce separate parts of her body, rather than her entire body, in this story.

Synopsis:
With the Doom Patrol away on a mission, the Chief, with the aid of his "Action Chair," a special wheelchair containing a mini-arsenal, challenges the Claw, a costumed criminal who uses trained birds to rob. After a stalemate in which the Chief defeats the Claw's hawks and the Claw destroys the Chief's weapons system, the Doom Patrol arrives in time to witness the Chief's victory in a hand-to-hand battle.
