This story is continued from the first story of Detective Comics #66.

Synopsis:
Two-Face has flipped a coin to decide whether to continue as a crook or to turn back to the good side. The coin landed on its edge, leaving Two-Face undecided. He puts the coin in his pocket, then a cop bursts into the room and shoots him. The coin stops the bullet and provides the crook with the answer he sought. He will continue as a criminal.

Two-Face escapes from Batman and begins crimes involving doubles and the number two. He tries briefly to reconcile with his fiancee Gilda, but when the make-up he uses to disguise his disfigurement melts, his mind snaps. Two-Face then ruins the make-up artist who disguised him. The artist’s son joins the crook’s gang in order to double-cross Two-Face. Batman arrives in time to save the boy’s life and turn the crook into the police.
