The Penguin Affair: III

This story is continued from Detective Comics #615.

Synopsis:
The Penguin prepares to sell his bird-controlling machine to the highest bidder. Batman tracks various foreign arms dealers and terrorists which lead him to the Penguin. He tries to jam the signal which the Penguin uses to control the birds, but his jammer lacks the necessary power. However, he is able to prevail by tapping into a speaker outside the Penguin's compound.
