Synopsis:
Batman and Robin follow Mr. Phaeton, a man in a wheelchair, when they see him in the company of gangster Stack Hawley. Robin suggests that Phaeton could really be a merman, but Batman dismisses the theory. Batman is the injured in the water, when the crooks fire on his boat.
When Batman regains consciousness he discovers that he has been transformed into a merman himself by Theta, the chief scientist of the sea people. She explains that Phaeton is one of her people and is trying to steal their treasure. Batman battles Phaeton underwater, and Theta learns the secret to give mermen human legs. Before she dies at Phaeton's hands, she changes Batman back into a man.
Batman recovers from the accident and awakens in the hospital. Robin thinks Batman's story was just a dream. Batman and Robin then defeat Phaeton, who is not a merman at all, but he is a jewel smuggler. After the adventure Batman still wonders if his experience as a merman was only a dream.
