Synopsis:
Professor Merlin is the head of a crime college where he instructs criminals in illegal activities. Oliver Queen is visiting millionaire Nicholas Krimby when Merlin sends some of his students to steal cars from the estate. Green Arrow pursues the crooks and captures one of them. By questioning the hood, he learns the location of Merlin's hide-out.

Green Arrow and Speedy raid the warehouse where Merlin is keeping stolen cars. During the fight with Merlin's gang Green Arrow is captured, but Speedy escapes. Merlin instructs Green Arrow to drive one of the stolen cars into the country. Speedy is able to break a tail light on the car to get the police to stop the car. Green Arrow is able to escape, but Merlin gets away from the authorities. The archers round up the rest of the gang, while Merlin plots his next caper.
