Synopsis:
Bull's-Eye escaped from prison. He then decides to take revenge on Green Arrow for his capture. The crook begins a series of crimes in which green arrows are left at the scene to embarass his foe. After stopping a bomb aboard a ship, Green Arrow is captured by Bull's Eye. The crook ties the archer to a clock tower, but Speedy rescues him. The archers then defeat the crooked clown in the shop of a sign-maker who was creating the green arrow signs.
