Synopsis:
The Hourman helps a boy get his money back from a swindler who sold him phony coal. Hourman learns that the boy lives in the slums, and that councilman Drew is trying to help out. He then breaks up a fight at the city council meeting where Drew tells him that political boss Big Benny is the source of the corruption.

While Hourman continues his investigation, Benny convinces the mayor to order the police to shoot Hourman. At the coal mine, Rex is able to escape the police and gather evidence against Benny. He then prevents the political boss from killing Drew, but a tenement catches fire during the fight. Hourman threatens to leave Benny in the fire unless he confesses. The gangster gives in and is arrested along with the corrupt mayor.
