Knodar escapes from his cell in the 25th Century and steals an old time machine from a museum. Using the time machine he travels back to the past. He plans to go to the 23rd Century to form an alliance with a female criminal known as the Black-Eyed Bandit. However, the time machine takes him to 20th Century Gotham City which is celebrating a Golden Jubilee event which includes futuristic props and events.
Since Knodar is unaware that he is in the wrong time period, he begins looking for the Black-Eyed Bandit. He mistakes actress Ann Hunt as the criminal and begins dragging her along as he steals a giant gold key prop used in the Jubilee event. Green Lantern tries to stop him, but the crook escapes when Ann accidentally strikes him.
Knodar strikes again at a banquet held by the Mayor. When Green Lantern and Doiby confront the crook he captures them. However, Ann has stolen one of Knodar's weapons and uses it to subdue the crook and free GL. Green Lantern then transports the criminal back to the 25th Century. Since he still thinks that he was in the 23rd Century, Knodar concludes that Green Lantern must exist in every century and decides to stay where he is.
