Synopsis:
Malcolm Mumm has created a device which can cancel the effects of sound over a limited area. During tests of the device, no one in the affected area can hear. Mumm uses the device for crime which brings him into conflict with Dr. Mid-Nite. Dr. Mid-Nite tracks down the crook using his license plate. Although he is caught and left in a death trap, Dr. Mid-Nite escapes, then captures Mumm.
