Synopsis:
Tex and Bob take a train to Washington for a meeting at the State Department. They narrowly avoid a bomb planted on the train to kill them. When they arrive at the State Department they are asked to investigate how secrets are being leaked.

After spending a day going through files, Tex attends a party with Peggy Maloney. He is attacked again. Clues lead him to a Syronian diplomat named Janzes. Tex rescues Peggy from the spy's clutches and shuts down the spy ring. The crooks were sending out coded messages from inside the department using invisible ink written on the backs of their agents by an inside man named Borin.
