Synopsis:
Gangsters lament that their activities have been curbed by the Red Tornado and the Cyclone Kids. Since they've been unable to target the heroes directly, then decide to go after the media who have been publicizing them. Their first target is Scribbly. When the crooks kidnap the boy cartoonist, the Cyclone Kids follow. The kids then give the crooks' car a flat tire and knock them out by dropping bottles on their heads. Scribbly is rescued, and the crooks are arrested.
