Synopsis:
Doctor Stratos, a man who claims to be a god, is able to manipulate the weather. He causes a May snowstorm in Metropolis and other severe weather around the world. He then calls the President with an extortion demand.
Superman is called in to deal with Stratos. First he must deal with the weather conditions around the world. He stops a tidal wave in London, breaks up deep fog in Paris, then helps people deal with snowstorms in Egypt and Morocco.
Superman realizes that Stratos is trying to exhaust him. He deduces that the weather is being controlled from orbit and heads for a satellite. Stratos responds by using a particle beam. Superman traces the satellite back to Stratos's lair. The particle beam strikes Superman just as he confronts Stratos. The villain is struck by the beam and apparently killed. Superman then deals with the scientists and shuts down the satellite.
Stratos is then reborn and promises vengeance.
