Synopsis:
Dr. Thirteen and his wife visit two friends in San Francisco. Suddenly, the shadow of a dragon appears on the side of the building, which then explodes. Terry and Marie survive the blast, but their friends are killed. Harry the young son of the couple also survives, but is now an orphan. The Phantom Stranger then shows up and points out a dragon symbol of death painted on the ground. Thirteen does not believe that the building was destroyed by supernatural means.
Later at the opening of a new Chinatown bank branch, a dragon appears followed by a fire. Both the Phantom Stranger and Dr. Thirteen investigate. They find another dragon symbol. However, it is young Harry who points out the connection between the buildings. They were both new.
Dr. Thirteen places a fake radio ad announcing the opening of a new restaurant in the area. He then stakes out the building until the vandal shows himself. A chinese man, who is angry about the new buildings, is responsible. The Phantom Stranger captures him and wonders how the man was able to cause such destruction. The old man claims to have been aided by the supernatural Ching Hi Fu.
