Synopsis:
Ratty Malone reads about the Minute Men in the newspaper. Worried that the kid gang could interfere with his criminal enterprises, Ratty hires several young hoodlum to cause trouble and frame the Minute Men. As leader of the Minute Men Jimmy Martin is brought into the police commissioner's office.

Hourman tries to defend the boys, but the commissioner orders him arrested. Hourman evades police, then confronts Malone. With the help of the other Minute Men, Malone is brought to justice, and the hoodlums admit to framing the Minute Men. Malone is taken into custody, and Hourman gives the delinquent boys a chance to reform by becoming Minute Men.
