Synopsis:
Derby Bowser, a former bootlegger, is released from prison. He reunites with his gang and begins to sell black market tires. Superman stops some gang members who are stealing tires. He then questions Ben Stanger, a man who has purchased the black market goods. Stanger refuses to help Superman hunt down the gang. Superman then shows him how the rubber is needed by the troops fighting overseas. Stanger changes his mind and gives information to police. When the crooks try to eliminate him, Superman is able to apprehend them.
