The Prankster places newspaper ads offering large rewards for lost items. When several people begins searching for a lost needle in a haystack at the state fair, it starts a cattle stampede. Superman stops the stampede then investigates the Prankster's scheme.

The Prankster has access to embarrassing information on several wealthy men and is using the fear of exposure to make the men pay the large rewards to his men. When Superman gets involved, the Prankster kidnaps Lois and traps her in a lead-lined vault. Superman locates the vault, but is suspicious since he can't see inside. He bursts into the vault, rescues Lois, and captures the Prankster.
