Synopsis:
The Star-Spangled Kid and Stripesy witness men attempting to abduct a girl from the park. They rescue her from the initial attackers, but reinforcements arrive and succeed in taking the girl. The heroes follow and locate the girl in the clutches of the Ring of Rags, a group of street urchins. The Star-Spangled Kid manages to get the girl away from them, but the leader of the kidnappers escapes.

The heroes return the girl to the park to meet her fiance, Bob Fontaine. A jealous suitor, Edmond Penton, tries to get the girl, but she refuses. When the girl is kidnapped again, Star-Spangled Kid and Stripesy come to the rescue again. Penton is revealed as the leader of the Ring of Rags, and his goal to gain the girl is foiled.
