Tomahawk hears about the legend of Wolf Valley in which a giant wolf protects the valley from trappers. When a trapper dies, Tomahawk investigates. He discovers that the giant wolf is man-made to scare off trappers. He and Dan Hunter are attacked by a large man and left for the real wolves. Tomahawk recovers in time to escape the wolves.
Tomahawk and Dan then head back to town where they expose the man behind the Wolf Valley legend, a blacksmith named Strong Stephen. The blacksmith used the legend as a cover for robbery and murder. Once exposed, the town wants to lynch the killer, but Tomahawk ensures that the man will receive a fair trial.
