Synopsis:
Senator Luke Smith seeks to help with the reformation of juvenile delinquents, so he hires Jimmy Coombs as a page. Jimmy performs his job admirably, until he mysteriously vanishes one day while in the possession of a rare book. It is believed that Jimmy stole the book.

Robin offers to help the senator and find the book. He goes undercover as Bobby Gray, another page. Robin tracks several clues which point to Smith's secretary Thomas Thwaite. The stolen books contained a map of secret passages around Washington which Thwaite's gang used to break into homes. Robin decodes Thwaite's system of communicating with his gang, then he apprehends them. He then confronts Thwaite, who leads him to Jimmy.
