Synopsis:
An artist named Quilt hides criminal instructions inside his paintings. A rival gangster is upset that Quilt has cut in on his territory, so the gangster attempts to murder Quilt. The artist survives, but he is blinded in the encounter. He orders a doctor to operate, but only his perception of bright colors is restored. Quilt redubs himself "Crazy-Quilt" and begins a wave of crime using bright colors.

While visiting France, the Boy Commandos encounter Crazy-Quilt and prevent him from escaping with stolen money from a bank. The Commandos then stake out the Louvre where the artist plans to strike again. This time the boys prevent the theft of the Mona Lisa, but once again the bandit escapes capture.
