Synopsis:
Percival Popp follows Jim Corrigan to a concert. During the show a color display strangely causes the audience to act hostile. Jim settles the crowd by stopping the show. The color display was the work of a crook named Spectrum who uses colors to alter minds.

Some of Spectrum's men rob a charity benefit. While Jim Corrigan is handling them as the Spectre, Clarice meets Hal Herman, a studio animator. Later at the studio, Hal tries to kill Jim by staging an accident. Hal is Spectrum. He tries to get Clarice to marry him using color to bend her to his will. Jim goes into action as the Spectre to stop the wedding and arrest Spectrum.
