Synopsis:
The Spectre saves the lives of several athletes at a track and field match. He then learns that other athletes have been kidnapped by the Head Man. Jim Corrigan allows himself to be captured in order to be led back to the Head Man, but Percival Popp intrudes and spoils the plan. The Spectre eventually locates the Head Man, who is in fact headless. The crook escapes, but the Spectre rescues the prisoners.

Later Percival Popp has an encounter with the Head Man and is captured. The Spectre saves Popp's life, then he makes a discovery about the crook. The Head Man actually has a tiny head and was targeting athletes who has perfect bodies. After the villain dies, Popp continues to suggest a partnership with Corrigan. Once more, his offer is refused.
