This story is continued in part from Metamorpho #1.
Synopsis:
When strange electronic disasters aid criminals all across the world, the government turns to Metamorpho for help. Unfortunately, Metamorpho was disintegrated following his defeat Kurt Vornak. Simon Stagg collects the remaining material that composed the Element Man and reconstructs him in his lab. He also restores Java to his normal form.
Once restored, Rex turns himself into a rocket and blasts off for space where the Telstar satellite is responsible for the electronic disasters. When crime czar Nicholas Balkin sees Rex tampering with the satellite, he brings it back to Earth with Metamorpho in tow. Balkin then freezes Metamopho using liquid oxygen.
When Simon Stagg and Sapphire arrive to help Rex, Balkin's son Gunther takes Sapphire to marry her. Simon releases Rex, who then tracks down Balkin's son and rescues Sapphire. Balkin sets off a doomsday machine to destroy everyone, but Rex manages to stop it in time to prevent the explosion and save them all.
