Synopsis:
Johnny Quick catches a bank robber, but the man is released with the help of underworld lawyer Phineas P. Pottsby. Pottsby runs a protection racket with the crooks and holds a criminal picnic for them. Johnny decides to attend and film the event.

While filming, Tubby is caught by the crooks, so Johnny must intervene. He offer to compete in sporting events against the crooks. They trick him and lock him in a jail cell, but Johnny escapes and rounds up the gang.
