Synopsis:
A costumed crook called the Storm King blackmails the managers of sporting events by causing rain to ruin their events. Green Arrow and Speedy are called to stop the crook. When the Storm King threatens an air show, Green Arrow's plane is caught in a twister and crashes. The Storm King takes him prisoner, but the archer escapes. When the Storm King tries to break a local dam, Green Arrow stops him. When the crook is apprehended, he is exposed as the head of the weather bureau. The Storm King did not cause rain, he simply manipulated weather forecasts.
