Synopsis:
The Boy Commandos are asked to help salvage the gold carried by a sunken cargo ship. Their operation is threatened by the master of disguise known as Case 13. The villain knocks out Rip and joins the boys on a dive to the ship. He then breaks into the safe a steals a report. Rip recovers and rescues the boys, but not before Case 13 escapes. The stolen report contained evidence proving the crook's real identity. With the report gone, Case 13's identity remains unknown.
