Synopsis:
When a series of bike accidents happen in Smallville, the chief of police enlists Superboy's help to create a safety code. Superboy teaches the boys in town safety lessons and helps them make their bikes safe.

Rich boy Mel Blake refuses to abide by the safety code. He rides a dangerous bike and nearly causes several accidents. Superboy is finally able to teach Mel after crooks rob his father's house. The crooks escape on Mel's bike, but Mel is able to catch them on his old bike with Superboy's help. Mel then becomes safety director of the Cycle Club.
