Synopsis:
When Superboy loses his memory in an atomic explosion, the mayor of Smallville forbids him from using his powers, fearing disaster. Ichabod Hinchwood claims to be an expert on Superboy and offers to help the Boy of Steel use his powers wisely. Smallville agrees, but Hinchwood is really Brainstorm Barney, a crook.

Brainstorm gives Superboy advise on how to use his powers to prevent disasters. However, the solutions are all designed to allow Brainstorm's men to commit crimes. When another explosion restores Superboy's memory, he plays along with Brainstorm's suggestions until the crook traps himself. Superboy then apprehends Brainstorm and his gang.
