Synopsis:
Clark Kent is contacted by Walter Crane, a wanted fugitive, from the Corey-Town Chain Gang. Crane alleges cruel treatment of the prisoners by Superintendent Wyman. Clark begins a series of exposes on the camp, which cause the Governor to investigate. The atrocities are hidden while the Governor is present, so Wyman’s actions are still hidden.

Wyman then visits the Daily Star and demands to see Clark Kent. He forces Clark to reveal the location of his source, Crane. Kent gives up his source which causes his co-workers to disrespect him. Clark then reveals that he did so only to lull Wyman into believing he was safe. Clark now planned to go to the camp and get photographic proof of the abuse.

As Superman, Clark goes undercover as Tom Daly and gets sent to work in the chain gang after assaulting Wyman. Superman quickly makes a mockery of Wyman, gets his photos, rescues another prisoner, and turns the tables on his captor by locking him in a sweat-box. Superman then brings the Governor to the camp, where Wyman confesses. Along with Kent’s photos the chain gang is cleaned up, and Wyman is convicted.
