Synopsis:
Jimmy Olsen writes a story for the Daily Planet about the terrible living conditions in the slums of Metropolis. Before the article is printed, Perry White is forced to pull the story due to pressure from the paper's advertisers. Jimmy decides to continue his investigation.
Jimmy rents an apartment in the slum area. He continues writing the story to be used as a book. His true goal is to uncover the identity of the slum owner who is hiding behind a corrupt company. When Jimmy's plan is exposed, the slum lord has him kidnapped and threatened. As part of the intimidation tactics, the crooks even shave Jimmy's head.
When he is released, Jimmy is able to uncover the identity of the slum lord, Barret Maxwell, a supposedly philanthropist. Olsen organizes the other slum residents to bring the protest to Maxwell's doorstep. He then proves Maxwell was responsible for his kidnapping and has the slum lord arrested. Due to Jimmy's story and some help from Superman, the living conditions in the slum are improved.
