Synopsis:
Zatara sails to San Francisco aboard an ocean liner. He meets two government agents who are delivering a set of secret plans. The men are worried that spies will steal the plans, so they ask Zatara to hide them. Using magic he changes the plans into a plant.

Zatara's interest is then aroused by a ghost. The ship appears to be haunted by the ghost of a suicide victim. When Zatara's powers prove ineffective against the ghost he believes that another magician is aboard the ship. He eventually catches Madame Kelly, a magician sent by international thieves to steal the plans. She used the ghost to distract Zatara, but her plan fails. The plans are saved, and Zatara apprehends the spy for the authorities.
