Synopsis:
Following the terrorist incident at the city council, Wild Dog has been inactive for three months. Lt. Flint promised to turn Jack Wheeler in if he refused to quit his vigilante activities.
Now, a local bookstore is threatened by a censorship advocate group led by B. Lyle Layman. The advocates picket the store and hold a rally where Layman encourages civil disobedience. He equates these type of actions with the Boston Tea Party. A short time later, the bookstore is targeted with a bomb.
